Kasirye Ashraf took the bullet that should have killed Bobi Wine.

We spoke to Ashraf, who has fortunately recovered, and asked him what happened.

Nico: Who shot the canister at you?
Ashraf: Enock Abaine Assistant Commissioner of Police. By that time he was the RPC- Regional Police Commander of Masaka Region
Nico: Was he shooting at you or at Bobi Wine?
Ashraf: I was seated behind Bobi wine. He was standing in front of Bobi wine. The car skipped a bit and Bobi wine fell slightly. The Bullet came to my face
Ashraf: That’s my Answer.
Nico: Not teargas canister but bullet?
Ashraf: If it was a Canister, it would have blusted my Face. The injury would be worse. It was a bullet.

Looking at movie material from the events we indeed do not say any smoke, that would indicate teargas.

This is the suspected shooter Enock Abaine, Assistant Commissioner of Police. Enock Abaine has committed multiple crimes against opposition members.

According this article from Ekyooto (https://ekyooto.co.uk/2020/12/27/exclusive-rpc-abaine-enock-shot-ghetto-media-journalist/) he shot and killed in 2017 a Besigye supporter. After the protests in November against the arrest of Bobi Wine he went to the house of Mathias Mpuuga and destroyed the residential gate with a crane. He tried to get to Mpuuga, but the latter was able to protect himself.

After the 27 December events the UPDF made a statement, and we want to take a closer look at it.

The UPDF makes 4 statements here that are false.

  1. “They defied the route plan agreed upon to Kyotera district”

We asked Sharaf about this.

Nico: What do you know about Enanga statement “they defied the route plan agreed upon to Kyetera”
Ashraf: I don’t know anything about it. However, all along they wanted us to use remote roads. Hardly to reach. The same thing happened. They never wanted us to use the main tarmaced road.

Ashraf statement is consistent with multiple affidavits by NUP officials and reports by journalists that security forces constantly tried to hinder the oppossition campaign by leading them off the main roads.

2. UPDF claims they shot a cannister. We have shown above no smoke can be seen. Ashraf was hit by a bullet, as he has declared above.

3. “The force would probe the incident”

To probe an incident you need to interview witnesses. We asked Ashraf about this.

Nico: Has the police investigated the incident, as they claim they would do?
Ashraf: No. To my knowledge, they haven’t. But if you ask them. They will say m, the investigation is ongoing.
Nico: If they investigate they would interview you (in a nice way)
Ashraf: They haven’t
Nico: Or any other witness that was around. I suppose they didn’t interview those either.
Ashraf: No one..

4. “We do appreciate the critical role journalists play”

The false statement by Enanga is not supported by any facts.

These 4 lies are not the only UPDF lies of 27 December. After Ashraf was shot, Frank Senteza rushed to assist him. It’s now more than a half year after the tragic events. How is Ashraf doing now?

Ashraf: I am fine. On treatment taking for almost two years.. I have a surgery on my skull next year. If I get avenues to get it.

Nico: The doctor recommends you to wear the helmet?
Ashraf: Yes. Air entering my head directly affects me. I feel too much headache. And also Wind on the injury a real hustle in my life. And protection. Nothing should tap my wound.
Nico: Understood
Nico: So you wear it all the time?
Ashraf: All the time. But I want to buy Head protectives. I couldn’t get them in Uganda. Some people promised to get them for me in USA

UGANDANS IN THE DIASPORA HAVE A GREAT ROLE TO PLAY TO END MUSEVENI’S REGIME.


The concept of diaspora refers to groups of people with a similar heritage or homeland, who live in a foreign country but maintain a close relationship with their country of origin.

My fellow patriots, who live in the diaspora, are you really maintaining a close relationship with Uganda? I am of the view that you would be boiling with anger or blind rage, ready to overthrow Museveni given the conditions in which our country is nowadays. And for sure every Ugandan in the diaspora would be now in a position to contribute any amount of money, to support the struggle of kicking Museveni not only out of power but also out of Uganda because he has his country of origin (Rwanda) where he belongs and it is the country, he and his Rwandese brothers and sisters have developed.

Diasporas’ engagement with their countries of origin is not a felony. I know some of us have both; fear and narrow-minded thinking that, participating in the struggle of our country will be a crime. That is why even some people who live in the diaspora keep on saying that, for me, I still go back to Uganda. I don’t want my name to be in black books. My dear brothers and sisters, the day you will be denied entry at Entebbe airport by those Rwandese who are ruling us will be the time for you to realize that, what I and other Ugandan die hearts are telling you to do, is the right thing to do before it is too late. Be part and parcel of the struggle even though you live in the diaspora. Have you ever thought about the fact that people in the diasporas have the potential to make any contributions to their homeland countries? One of them apart from sending money back home from time to time is changing the bad political systems, like that of Uganda that has made you slaves in the diasporas working day and night in order to sustain your home people. Have you ever realized that the remittances you always send back home make you slaves for your relatives? Working so hard without even having leisure time for yourselves, because you also have to pay exorbitant bills for your daily living in a foreign country. Why don’t we really wake up and do the right thing which will not only help the people at home but also you Ugandans who live in the diaspora?

Dear Ugandans who are in the diaspora, let us contribute ambitiously to the liberation of our country, I know all of you can genuinely get involved in the political liberation efforts of our motherland from wherever you are, so long as you have the love for Uganda which is falling into the Rwandese hands at a terrific speed. Dear members of the diasporas, we have to prevent that scenario from happening in order to save Uganda’s future generations to come. Let our main agenda be liberating Uganda our lovely country, something that will be geared towards reviving democratization and socioeconomic development of Uganda above all, democracy and human rights.  Let us build a strong foundation of how we can lay strategies and also maintain the struggle in a good relationship as people of the same country, who are ready to identify ourselves as Ugandans, who want a fundamental change in our country. Let us put an end to the denial of democracy and human rights, oppression, poverty, and exploitation of Ugandans by the Rwandese who are working tirelessly to continuously implement the Hima-Tutsi plan.

I really want to ask you some questions my lovely brothers and sisters who live in the diasporas. Why don’t we have a united voice in the Musevenism pandemic issue? Don’t you think that, if there is good governance in Uganda it will also help you not to work like donkeys to support your home people? I can assure you that if there is good governance in Uganda, our brothers and sisters back home will not put pressure on their relatives in the diasporas for help. I profoundly regard Ugandans in the diaspora communities as agents of change who can contribute philanthropically to the noble cause of changing Museveni’s government. My humble request is not to leave that work to a few individuals because it is a very hectic workload to do without combined help. I would suggest that, let it be our collective responsibility and obligation to work for change in Uganda by raising international awareness about Uganda’s alarming political situation and also contribute financially to the struggle. Let us continue to maintain a strong attachment to our homeland. Let us not think that being outside of your country, means that you are outside Uganda with all your clan members or relatives. That cannot happen and it will never happen. People at home need help in the political struggle. National Unity Platform(NUP) is calling us to liberate Uganda. Let us not turn a deaf ear towards the struggle because Ugandan needs you in the struggle for a change.

Brothers and sisters in the diaspora, I really have many questions for you. Kindly read them and find solutions. Don’t you really see much pain and suffering Museveni has caused to those who hold different opinions from his? Don’t you reckon that Museveni is a wicked man, full of hatred and mistrust of everyone who thinks and also acts differently from his ideas and appearance?  Don’t you really see that Museveni is an individual whose mouth incites rage and discomfort in Ugandans? Don’t you know that Museveni is the most mendacious person on earth? (a person or someone who tells lies, especially habitually, dishonest and deceitful). How can Ugandans lack clean drinking water, electricity, fuel, modern health services, a proper education system, and basic consumer goods and people in the diaspora decide to continue looking on, living your homeland brothers and sisters in such a deplorable situation? Ugandans in the diaspora let us fully get involved in Uganda’s efforts for political change. It is our obligation to take part in the struggle against the oppressive Museveni’s administration. Let us, therefore, work together to overthrow Museveni but, we will need a very long healing therapy after his overthrow because Ugandans live in hell in our own motherland.

Fellow Ugandans in the diasporas, the time has come now for people in the diaspora to find a cure against Museveni’s evils. He is a figure of disorder and the most mendacious President in the History of Uganda. Unfortunately, he has passed on those evil acts onto Ugandans by using his tendency of turning people into his personality. Indeed, he must expect his consequences. Museveni’s evil genius of his ability to always tell lies, denying what he says, creating conflicts among people, have made him the hero of his own bad government and we now have to find remedies to stop him from continuing misleading Uganda.  We cannot just look on and accept his barbaric actions to continue spreading in our motherland. We have seen enough of his regime and for sure no amount of words can describe the enormous wickedness; extreme criminality, cruelty, and other horrible situations Ugandans have witnessed since Museveni became a president of a country for which he does not even have any roots of attachment. Much as Museveni has recruited a number of Rwandese and other foreigners in the army just to protect himself in power, let us be courageous enough to stop what is happening in our Uganda because no country will come to our rescue if we dont step out of our comfort zone to join hands with NUP to do the needful.

Lovely Ugandans in the diaspora, let us be the Vanguard of a revolution in Uganda. Your contribution towards the struggle will help Ugandans, in stopping disrespecting human rights and finally yield into getting rid of Museveni’s authoritarian regime that has dominated our country for 35 years. I can assure you that, if we contribute wholeheartedly in the struggle of liberating our country we shall, of course, achieve what we want Uganda to be. What we need to have amongst ourselves is mutual cooperation.  I know some Ugandans are not interested whatsoever in Ugandan affairs. But please, my humble request is; let us get interested in Ugandan affairs because Uganda is our country. Let us work together to see how we can stop Museveni from continuing to ruin our country because he doesn’t have any vision for Uganda and he has never had any vision for our country being a foreigner from Rwanda. Dear countrymates, let us have a nostalgia that is inextricably linked to the independence struggle of our country Uganda. I know some of you might now say as you are reading this article that Uganda is independent. Allow me to make it clear to you that; our country is in captivity. We are not independent at all. Ugandans are not free that is the reason why we need to fight tooth and nail to free Ugandans from Rwandese who use Uganda to develop their country. It is no longer a secret because that is even why we have Rwandese generals in the Ugandan army, who travel to whatever place they want using Ugandan passports. It is very sad for our country and it is our duty to stop it.

Sons and daughters of Ugandan territory in the diaspora it is time to mobilize all the Ugandans whom you live with outside Uganda, to stand patriotically and get aligned as people of the same nation in the struggle of liberating Uganda because our country is a mess. We need to clean up the dirt with all our patriotic feelings in solidarity for change.  Most of you who are in diasporas, have seen and also enjoyed the democratic environments in which you live. But why don’t we really work hard to make it also happen in our country? Let us get rid of Museveni before he makes Uganda a pariah state. To define what a pariah state is, it is a nation considered to be an outcast in the international community. A pariah state may face international isolation, sanctions, or even an invasion by nations which find its policies, actions, or existence unacceptable. Museveni has done a lot of bad things not only in Uganda but also in the neighbouring countries. So, people who live in the diaspora we really need your support to save Uganda before it is considered to be a pariah state.

Ugandans in the diaspora I really don’t know why you underestimate your strength in overthrowing dictator Museveni? You really have the potential to revolutionize Uganda, instead of cementing power for the worst authoritarian regime like some members in the diaspora are trying to do, through Ugandan North American Association – (UNAA), which was founded in 1988 calling itself the oldest and largest Ugandan diaspora organization. Such organizations are doing nothing about Museveni’s bad regime but instead keep on receiving taxpayers’ money from Museveni, in disguise of supporting UNAA but which money is used to spy on Ugandans who live abroad to enable Museveni to prolong his stay in power. To me, I get perturbed when seeing UNAA wrongly calling itself the most influential and well-organized body in the diaspora but, it cannot even comment on the bad things Museveni is doing in our country simply because he gives UNAA money

Fellow compatriots who live in the diasporas, I think you have meticulously read my article and I believe you will have a second thought about our country. I now want to end this article by requesting you to ponder over these seven questions below?

1-Brothers and sisters who live in the diasporas, when will you stop providing survival to your relatives in Uganda who live in Museveni’s unsustainable economic, social, and political regime?

2- Ugandans who live in the diasporas and have never contributed anything towards the struggle and even those who were active but left the struggle or were bought by a Rwandese man Museveni! Why don’t you have Uganda at heart?

3-Fellow Ugandans, why don’t you feel proud of being Ugandans much as a number of you have been naturalized?

4-Do you really think that holding other countries’ passports can make you forget and completely desert your country of origin?

5-Why should we allow Museveni, a foreigner to deprive Ugandans of their liberty?

6-Why do we allow Museveni to make Ugandans live under a regime of segregation and terror in which Ugandans are killed, tortured day and night even not sparing innocent children?

7-Don’t you think dear Ugandans who live in the diasporas that it is the time to pledge ourselves to radically transform our nation in the direction of the rule of law?

Conclusively, do not forget that you are what you are because of Uganda your birthplace. Therefore, change begins with you.

How UPDF wanted the world to believe it killed 189 al-Shabaab fighters in Somalia but got caught in a web of lies.

Analysis shows that to cover up for the first lie, they created two additional lies.

Around 22 January Lt.Col Akiki of the UPDF shared a press statement about successes in their fight against al-Shabaab. Many influential media houses ran the story, such as Al Jazeera: https://www.aljazeera.com/news/2021/1/23/ugandan-army-says-it-has-killed-198-al-shabab-fighters-in-somalia

Journalists start to verify the UPDF claims, but couldn’t find any confirmation. Researcher Rashid Abdi tweeted his doubts.

The pressure started to increase and on 27 January the Ugandan government had no choice but to withdraw the story.

UN ambassador Adonia tried to label it as ‘Internet chatter’, but journalists didn’t go for that:


Reuters then had to withdraw the whole story. UPDF didn’t apologize but rather spread more lies.

Reuters also posted a tweet to announce they had withdrawn the story.

UPDF communication person ‘bandivan’ directly jumped to the conclusion that the tweet was fake.

The first error in the bandivan tweet is that’s it wasn’t @nup_ug, an account that was silent at the time because the operator was locked up in Kitalya prision, but @fdcofficial1 that shared the Reuters tweet.

Bandivan didn’t take into account the possibility that media houses sometimes post Tweets temporary. This can be seen by looking at the replies to those tweets.

Although Reuters withdrew the story, on many places the UPDF fake news is still found.

Conclusion

Reuters will never publish another UPDF press statement anymore without thoroughly double checking.

UPDF and Ugandan government finds it increasingly more difficult to manipulate news. In this case they were even caught lying thrice. First the announcement of the 189 killed al Shabaab fighters, which they had to withdraw when it became more and more clear that no confirmation could be found.

To withdraw the press announcement, they created another lie that the press announcement didnt come from UPDF, the UN ambassador even referred to it as ‘internet chatter’.

Reuters then had to pull the story, and posted a temporary tweet. After Reuters removed its tweet, UPDF communications account ‘bandivan’ claimed that a fake tweet from Reuters was distributed. By looking at the replies it can be shown that there was actually a Reuters tweet.

THE UK, EU, AND USA SHOULD STOP SUPPORTING MUSEVENI

I wish to humbly and kindly request the European Union, the UK, and the Americans to stop fueling the ongoing genocide in Uganda. It is mindboggling to us Ugandans, for you to always give your citizens’ taxpayers’ money to Museveni which he uses to slaughter innocent Ugandans. You have been giving Museveni a colossal amount of money on top of lending him since 1986 which is now a period of 35 years. But unfortunately, that money does not do the intended projects to boost Uganda’s development. It is instead channeled into Museveni’s family, friends, and cronies. Much of it is used for Museveni to cling himself to power buying useless ammunitions and teargas to silence peoples’ will for democracy.

You may ask about the position I do hold in Uganda to have the audacity of requesting you to stop giving money to Museveni? I am one of those responsible Ugandan citizens who want both; change and development for Uganda. I do believe that struggling for democracy is a civilizational element. Having said that, allow me to remind you something I am sure you know and see; As you look forward to continuing funding devil Museveni who has been in power for 35 years, on top of the rigged elections better know that Ugandans are crying at your expense, kindly stop funding dictators Museveni across the globe.

My country mates who live in Uganda and the diaspora, I urge you to ponder over Nelson Mandela’s words. “There is no easy walk to freedom anywhere, and many of us will have to pass through the valley of the shadow of death again and again before we reach the mountaintop of our desires.” Whenever I look at that statement, it gives me a strong feeling that every Ugandan’s responsibility is to fight for our democracy. Let us, therefore, demand our democracy from Museveni’s rotten heartless regime. Dear the European Union, the UK, and the Americans, allow me to vividly let you know that it is so sad that disgraced devil Museveni was sworn in again on the 12th/May/2021 as an illegal president considering the way how the elections were carried out in Uganda. That means that our country is now in a time of uncertainty crisis. That is the reason why we Ugandans earnestly request the West and the Americans to cooperate with us by stopping funding Museveni so that we can get rid of him. Please the European Union, the UK, and the Americans help Ugandans by not giving Museveni more money to avoid what is happening in Syria, Palestine, and Israel because you are just turning a deaf ear but you know very well that Museveni’s swearing-in, has made Ugandans enter the toughest and deadliest term of office, in a Uganda that is ravaged by the cruelty and incompetence of Museveni’s administration whom without any shame from your side you want to continue being a Ugandan president yet, you very well know that, a man who was sworn in, never respected the will of Ugandans which was heard through Robert Kyagulanyi Sentamu, but unfortunately devil Museveni changed what came out of the elections. The European Union, the UK, and the Americans also know that Museveni has never been a leader. He is a tyrant. It is very unfortunate for Ugandans to have devil Museveni who commits crimes against humanity to be sworn in as a president. Devil Museveni a bloodsucker, a warmonger, despotic always threatens, tortures, kills, manipulates, bribes, blackmails, uses both; diversions and divide and rule to cling himself to power

Fellow Ugandans, telling the West and the Americans to stop giving money to dictator Museveni will not be enough to overcome the challenge of the devil which was sworn in wrongly. We need to have unity and also take bold actions against an irritant handful of the Rwandese who are ruling Ugandans. Permit me to quote Albert Einstein. “The world will not be destroyed by those who do evil, but by those who watch them without doing anything” So, my brothers and sisters, let us not lament so much about Museveni’s swearing-in by watching his devilish actions and keep silent viewing the future with indescribable fear and trepidation. We need to act by emulating His Excellency Robert Kyagulanyi Sentamu’s example who exposed dictator Museveni in the eyes of the outside world contrary to Kizza Besigye who was in his drama for many years with his close friend Museveni.

The entire world was aware that Museveni rigged the elections in broad daylight but it perplexes to see that countries sent dignitaries to attend Museveni’s fake swearing-in on the12th/May/2020. What does that mean? It means those dignitaries are willing to continue working with him diplomatically and also funding his government which is a great mistake hence requesting them not to do so. In fact, no African president or Members from the EU, UK, and America would have attended Museveni’s swearing-in because I remember very well when I was watching BBC to keenly follow Uganda’s elections. I was surprised when I heard Catherine Byaruhanga a Ugandan BBC correspondent, reporting that the internet was shut down during voting, journalists were not allowed to report legally and a lot of irregularities were witnessed. What does that imply? It implies that Museveni had already planned how to rig the election before even casting the votes. Anyway, I would not be wrong to infer that, as I know Museveni, he must have facilitated the people who were invited to attend his celebration as he, the Bloodsucker, Lucifer did pay the African Union to observe the sham election and also foolishly did confirm that the elections were free and fair

The European Union, the UK, and the Americans, I repeat please, stop giving Museveni money because having him for another term of office which he doesn’t merit is a risk to Ugandan democracy to the extent of even controlling what will be taught in schools, universities and also what will either be watched on television or broadcasted on radio stations. It is so unfortunate that we have some used idiots in the parliament who would rather curry favor with Museveni than protecting Ugandan democracy because those twats want to continue being in office. The reason why they choose that wrong direction is, they are terrified of losing their seats in the parliament since they see politics as their permanent jobs.

In conclusion, I beseech Ugandans who reside in the EU, UK, and United States of America to engage your Senators, Members of the European Parliament (MEP) to push for more sanctions against the Ugandan dictator devil Museveni a non-Ugandan.  We really need your support as our representatives wherever you are, so that there is support whenever Ugandan matters are brought to the plenary session. That will stop abduction, killing, and also unlawful imprisonment of Ugandans. The European Union, the UK, and the United States of America, please kindly adhere to our public outcry to save the precious lives of many Ugandans who deserve their lives like your citizens.

OF PIGS, STRAY BULLETS AND TERRORISTS: THE MUSEVENI VOCABULARY

In George Orwell’s allegory of the Animal Farm, Napeleon, Snowball and Squealar in the character of pigs lead a revolution against the human owner of the farm, Mr. Jones whom they accuse of incompetence and unfairness. Napoleon, the figurehead of the Revolution who at the start rallies the rest of the farm animals into a revolution around justice and equity, fast degenerates in totalitarianism, sipping wine and sleeping on beds. Even with these, the rest of the animals labor hard on the false promise of heated stalls and electric light. They stay obedient to Napoleon and his kin even as their conditions continue deteriorating to that which is worse than that to which Mr. Jones had subjected them.

The Russian Revolution, for which Orwell symbolizes in Animal Farm, is akin to the 1980 Uganda liberation war for which, Napoleon (Museveni), and the his kin rally the majority ignorant and less educated masses (the other farm animals) against Mr. Jones (Obote) on the promise of Justice . These promises keep the masses loyal and obedient to him and his kin, ignorant of his grand plan to completely cripple the little left behind by previous governments: the cooperative unions, banks, transport systems and social amenities among others.


Following the assassination of top government officials, Museveni continuously refers to the assassins as pigs. In contrast, when opposition leaning citizens are shot dead by known security apparatus, they are either referred to as terrorists or if they are lucky dead, then their death is blamed on stray bullets. Considering word use, one would be mistaken to assume that Museveni and his henchmen are not careful with how they craft their statements to drive their point home.

Drawing from the Animal Farm Scenario, is it right to conclude that from within the pigs, greed, and incompetence is pitting them against each other, and Napoleon is putting up a case before the other farm animals that he is still in charge even when he is visibly not? Of the stray bullets, does it only target animals that are opposed to the ways of Napoleon?

When will Boxer come to his senses that however hard he attempts to please Napoleon, he is not a pig, and will be subjected to the stray bullet when the his usefulness ceases? Who is the terrorist in this instance? Its use is selective, depending on which side of the bed Napoleon wakes up: it could be a rebellious pig who has disagreed on the share of the loot, or a farm animal mobilizing for the next liberation.

When? may be the question, what’s for certain is that the pigs are not having it easy with the other farm animals continuously getting enlightened on the false promises of Napoleon and his men.

IMF loan to Uganda should be cancelled

Ugandans and friends of Uganda beseech you and the entire management of the International Monetary Fund to decline approving the proposed $1 billion ECF to Uganda due to its long-standing failure to account for public funds. In addition, the Ugandan regime is now considered illegitimate by most Ugandans.

On January 14, 2021, dictator Museveni lost a Presidential election — 54.19% to 34.83% per independent tallies — to principal challenger, Robert Kyagulanyi Ssentamu (aka Bobi Wine), though Museveni’s handpicked electoral commission declared him winner. The fraudulent declaration is currently being challenged in the East African Court of Justice with supporting evidence that was declined by a partisan Uganda Supreme Court.

It would be unconscionable for the IMF to allocate more funds to a regime so riddled with endemic corruption that the almost $1 billion that IMF, World Bank & other international donors allocated to Uganda in 2020 for Covid relief was either embezzled or misdirected towards military suppression of opposition political party supporters.

According to the June 1, 2021, IMF press release 21/152’s FAQ section on the Staff Level Agreement on a three-year $1 billion Financing Package to Uganda:

There is no new substantive leadership code. The Political and Human Rights situation in Uganda

Beyond financial and economic aspects, the dire political and human rights situation in Uganda is enough reason to hold off on approving the ECF to the Uganda regime which is considered illegitimate by most Ugandans — outside of a tiny business elite and regime beneficiaries. Aware of the population’s sentiments, General Museveni has since the election in January 2021, escalated abductions, torture, and murder of opposition party supporters in a bid to eliminate evidence of his electoral fraud — and to cower the population into not protesting it. On November 18, 2020, during the campaign period, Ugandan security forces shot dead more than 100 citizens protesting the arrest of Presidential candidate, Robert Kyagulanyi Ssentamu, though the officially acknowledged count is 54 people.

Thousands of political prisoners — including 17 of Honorable Kyagulanyi’s campaign team arrested on December 30, 2020 — are languishing in prisons and ungazetted detention centers. Scores have either been maimed, killed or both. The scale of the abuses is reminiscent of the worst of Idi Amin.

Given the documented lack of accountability and poor human rights record in Uganda, we humbly request that the International Monetary Fund refrains from approving the pending ECF to the country until the fiscal, political, and human rights situation clears. Continued donor funding gives Museveni license to continue misallocating funds while suppressing and killing Ugandans with impunity. G7 Global Online Protest

In the weekend of 11-13 June the presidents of the G7 countries USA, Canada, UK, France, Germany, Italy & Japan are meeting in Cornwall UK.

Comrades from the UK are going to the venue where the conference is held to protest against the continous financial and military support of dictator Museveni.

In particular we are trying to convince these 7 most important shareholders of the IMF to not give a loan of 1 billion USD that they have planned to do.

The IMF did not do a proper due diligence of the loan; they did not visit Uganda. If they had visited Uganda they could have seen with their own eyes that a Worldbank Covid19-relieve loan of 300M USD that was given last year has not come to the benefit of Ugandans, but the money has gone to security forces.

We have been able to create a formidable lineup of speakers for this event.

On 18, 20 & 22 May the Netherlands are hosting the Eurovision Song Contest. The festival is a celebration of (white) European comradeship. Why else would white colonies like Israel and Australia be participating but other countries not? It’s not co-incidental that all of these countries support the Museveni regime militarily and financially.

While the Euroguns countries celebrate their comradeship by having a competition of their musicians, our musicians are in jail, tortured, or under house arrest. Our musician presidential candidate was attacked with a vehicle sponsored by the Dutch government. Although it was reported in the Dutch Volkskrant newspaper, all 150 white Dutch MPs ignored it. Most European governments have congratulated Museveni with rigging elections after he has thrown 1000 of opposition members into jail.

Uganda has been under dictatorship for 35 years, just like Belarus. However, the Belarus struggle is reported every week on the news, but Uganda, as most African news, is a backpage story reported once a year.

There will be hundreds of journalists reporting on the Song Contest, so this festival is a perfect location to explain them about the Ugandan catastrophe, sponsored by their countries.

The song contest is both an online and offline event, and so is our demonstration. Where people from nearby Chapters such as Netherlands, Belgium & Germany are present physically, Ugandans from other parts of the world join online. Especially through Twitter, we will directly address organisers, journalists & artists.

Rigging in Northern Uganda

INTRODUCTION

My name is Oyeki Gerald. I’m a social movement conceptualist, and a pro-change political activist currently aligned to the National Unity Platform political formation where I’m the Election Management officer in charge of Northern Uganda. I also belonged to the Uganda Young Democrats, a robust socio-political youth formation grounded in Makerere University, and the Acholi Students Movement, a socio-cultural forum of students belonging to the Acholi ethnicity in higher institutions of learning across Uganda where I served as Speaker. I was also a digital Communications Assistant for the Leader of Opposition, Betty Aol Ocan from 2017 to April 2020.

As an Election Management Officer, together with a team, we developed an Election Management infrastructure in the region which include candidate identification, recruitment, and voter civic education, recruitment of polling volunteers, as well as Election Day coordination and supervision to ensure a transparent, free and fair participation in the voting process. I’m also responsible for documenting incidences of human rights violations for further action by law implementing organs and other relevant actors within Northern Uganda. 

SCENARIOS
a) On Human Rights Violations

On 3rd September, 2020 myself and four other colleague were arrested and detained at Patongo Central Police Station, Agago District PS on charges of ‘unlawful assembly,’ while I had gone to train the candidates for Local Government elections. While there, the Officer in Charge of the Station attempted to grab the red beret off my head while remarking ‘You are the people bringing lugezigezi here,’ to mean ‘you are the people bringing trouble here.’ I wrestled him away with a question, ‘Under what designation are you putting us in- as the Police or as an NRM Mobiliser?’ He backed off and let me be. On 19th September, 2020, while traveling to Lira District from Arua District with three other colleagues for a candidate’s training exercise, a plain clothed operative trailed us from Kamdini trading Centre in Oyam District till Lira. He tried to slow us down from a dark spot at about 7pm. It was raining heavily. Our instincts told us otherwise. We decided to speed up and branch off at a fuel station with light and human presence. The man claimed that we were over speeding and caused a stone to hit his windscreen from our hind tyre. There was clearly no visible crack on his windscreen. We continuously begged for pardon. He spewed several complaints at us, threatening that ‘You are the reasons why the Kanyamunyu’s shoot people dead. They tell you to stop and you refuse to do so,’ despite us explaining to him that there was no way we could have stopped at such a dark spot for our own safe. He wasn’t shy to show off the AK47 that lay at the hind seat of his premio as numbers started building up around the car, prompting him to stand down on his guard and ‘forgive us.’ 

On Saturday 17th October, 2020 at about 11am, individuals whom we now highly suspect to belong to both the Security space and are allied to the NRM Candidate for Gulu East, Nancy Atimango attacked the NUP regional office and destroyed the banner belonging to H.E Kyagulanyi Ssentamu Robert. They shamelessly tore down all posters belonging to our NUP Candidates within the City and replaced them with those of Tibaharura and Nancy Atimango. A similar event happened in Moroto District campaign materials branded with NUP were torn apart without justification. 

On 10th October 2020, I was intercepted together with the Deputy President and some members of the local team as we moved to supervise the readiness of the venue for the Kyagulanyi Campaign. This was by a group of about 30 bamboo wielding military and plain clothed men. While in detention, an officer stated that ‘we are arresting you to save your lives.’ We were charged in court for contravening COVID-19 guidelines and released on bail. We later learnt that the arrest was ordered by the Regional Police Commander, a one Nkore with the intention to sabotage mobilization activity for the Kyagulanyi through the campaign period (https://www.facebook.com/permalink.php?story_fbid=10160404511618012&id=130737598011

On the morning of 5th November, 2020 the police and military raided the Karamoja Regional National Unity Platform Office, caused havoc and beat up party supporters. They went as far as searching candidates’ homes, and vandalizing any NUP paraphernalia. (https://www.facebook.com/permalink.php?story_fbid=10160382430308012&id=130737598011) Related to this, on the 13th of November, 2020 during his campaign trail, the security ordered that a radio talk show be postponed to a later time than scheduled, a proof of the State’s continued interference of NUP media engagements within the Region (https://www.facebook.com/permalink.php?story_fbid=10160408222838012&id=130737598011)

On 7th December 2020, the National Unity Platform Northern Region Offices in Gulu were attacked and vandalized while colleagues and I were in office at about 11:00am. I was brutalized and my gadgets stolen in the process. We lost several party items in the process.  The police remained reluctant to follow up the incidence after the attack (https://www.independent.co.ug/nups-office-in-gulu-attacked/ ). 

Two weeks later, on December 26th, 2020, the Lango subregional office was raided by youth whom we later learnt were under the instruction of the National Assembly Deputy Speaker, Jacob Oulanya. They burnt party materials infront of the office, and made away with key party materials like party cards, only to be convened later by Jacob Oulanya whose comments suggested satisfaction with the vandalism (Attack on Bobi Wine’s National Unity Platform – Daily Monitor

On 10th December, 2020 while Kyagulanyi made way to campaign in the Elegu border town of Amuru District, the police brutality blocked him from proceeding, pelting teargas, bullets and all sorts of brutality onto the procession. A young woman’s leg was shattered and later amputated as an impact of the canisters from the security. This is only one of the incidences caught on camera of NUP leaning supporters bearing the brunt of the security forces in the Acholi subregion. While Kyagulanyi campaigned in Nwoya district, his one of our coordinators there was targeted. His nephew’s left eye was shattered by a teargas canister that was directed at him(https://www.facebook.com/permalink.php?story_fbid=10160484651483012&id=130737598011 ). 

Earlier on, one of our coordinators in Nwoya district intimated to me that on the morning of 5th December, 2020, a bullet was planted at the veranda of our district cordinator who is also a local government candidate in the district. This followed several threats from the area GISU warning the district coordinator to defect or face death. Nwoya District is the base of the infamous Gen. Charles Otema Awany, accused of large grabbing and intimidation of government dissidents within Acholi sub region. During the Election period, Gen. b) On Polling Irregularities

On 3rd January 2021, I was assigned to Acholi East in the Districts of Pader, Lamwo, Agago and Kitgum for the purpose of vote protection across 770 polling stations.

There were 6000 polling station across the region. We were able to identify agents for majority of the polling stations few days to polling. It was enormous, logistically tiring being a movement that had to rely on donations of well-wishers, no monthly contributors, neither did we have contributions from the Interparty Dialogue. It was all commitment from people. I think we were well able to identify volunteers to execute those tasks. Unfortunately, a few days before polling the long hand of state took course many of our agents were threatened and we were frustrated in distributing polling material. 

The state assigned the military to manage the process. It was not an election, this was a military operation from the state. Northern Uganda had the most ruthless of them; General Salim Saleh was stationed in Acholi-west, in Gulu City at the Military Barracks General Gutti, the chairperson of the General Court Martial was stationed in Karamoja. Gutti is responsible for sending most of NUP supporters to Kitalya Minimax prison. There was General Jackson Kayanga for West-Nile and Col. Sam Engola in Lango sub region.  Their specific assignment was that vote protection was sabotaged, and that the votes were rigged for General Museveni, but also to ensure that if voting process took place,  the voting material would be confiscated, in particular the DoRs for NUP agents. 

A number of our technical supervisors in Karamoja were either compromised or detained. That was all under the command of General Gutti. A meeting was held few days to voting at the home of general Gutti, we had an informer that provided this information. First there were instructions that NUP supporters where either detained or shot, however this faced resistance from local NRM parliamentary candidates who said they couldn’t shoot our own people. That’s why there were not that many worrying election violence incidences from Karamoja but there was a lot of rigging. Karamoja had the highest rigging machinery beacuse on pollling day, we didn’t have agents at majority of the polling stations. They were intimidated or being arrested.

For the other sub regions, most rigging was done at the technical level, at the results transmission level. A case in point is Chua West in Kitgum where our registrar reported to me directly that a polling station at Mucwini, he was followed to his home by state agents on voting night, his house was broken into, and the DoR form was taken among other properties of his. The results were rigged at the level of transmission of the district tally center. There was another vote doctoring unit within the state structure that relayed results to the National Electoral Tally Centre. For example the results for Omoro distrit were declared before the collection of DoR forms was complete by Electoral Commission. At the time the results were being counted in Omoro, they were announced at the national tally center. They were predetermined results that were being read.

With respect to our results from Northern-Uganda. Most results were doctored with the intention of covering up for the losses in Buganda/Busoga sub-region by the regime. It’s not by coincident that such errors are uploaded. There’s no way there is a one-side system error, so it was intentional. We do not know exactly how many of our polling agents were rounded up. We do have information some have been killed or have disappeared. Confirming this information has been challenging since many are on the run.

Initially, the state did not appreciate our organizational capacity. On polling day I was supervising 770 in Acholi-East, in districts of Pader, Lamwo, Agago and Kitgum. We had a challenge with Lamwo District where Hillary Onek, a minister within the government intimidated or compromised a significant proportion of our polling agents. 

In the course of vote protection through to 15th January, 2021, I kept switching locations because of suspected monitoring by the State. I left Kitgum on the evening of 16th January 2021, with at least 70% of the Presidential DoR Forms, and made way to Kampala to deliver them to the headquarters. 

Prior to setting off for Kampala, majority of these forms were snapshot for backup to be uploaded onto the UVote app. I was intercepted on the morning of Sunday 17 January by plain clothed security operatives, abducted, and the forms were confiscated. I suspect that my telecom line was being monitored and that’s how I was intercepted.  Earlier on, prior to polling day, another colleague with whom I was supervising the region was arrested a few days before election and he was asked how the transmission of the UVote app worked and where the servers were located. He was released from detention on condition that he would immediately vacate his duty station and never return there.

I was intercepted at about 8:00am with 503 declaration of results (DR) forms for presidential candidate Robert Kyagulanyi Sentamu, a security team of over 30 rounded up my hotel room and bundled me and two other colleagues who were accompanying me into a ‘drone’ van. A drone is the van used for the recent kidnaps and abductions of opposition leaning strategists, tactician and supporters in Uganda. This was a combination of both plain clothed and police uniformed mean looking gun-wielding personnel that confiscated the forms and ordered us into the drone. They claimed that we were operating an illegal tally center. We were driven to a place that I wasn’t familiar with; a unfinished building with a larger number of plain clothed individuals wielding guns. While, there, we were separately interrogated. I was interrogated on the election, the DR Forms and my knowledge of the plan to ‘remove the dictator,’ as most of our campaign had postulated. While in detention, my full identification was captured into the abductors’ database. They kept emphasizing that I must immediately cease what I’m doing and that their eyes are on me. 

On the same day, I was transferred to Wandegeya police station at about 4:00pm and temporarily held there. A file was opened up against me (falsification of results, case ref: gef.002/2021), and released at about 9:30pm upon filing the charge against me.  I spent the night at the Gaddafi mosque for fear of my life where we were escorted at about 10:15pm. 

In the following days, I kept receiving mysterious phone calls without clear caller identification. The callers would sometimes use parody names as though to capture my attention. These similar phone calls have been made prior to the disappearance of a number of colleagues as a mechanism of tracking their exact locations. 

For fear of my life, I fled to safety on 31st January, 2021.
